Government Tender Document Checklist: What to Prepare Before You Bid
Most bid rejections happen before a human reads your technical offer. Incomplete document packs, expired certificates, and name mismatches fail automated checks. Here is the standard set for an Indian government tender.
Company documents: PAN card, GST registration certificate, incorporation or partnership deed (or Udyam for proprietorships), Udyam/MSME registration, and ISO or category-specific certifications where the tender requires them.
Financial documents: ITR acknowledgements or audited financials for the turnover years the tender specifies (commonly the last 3 years), bank solvency certificate, and cancelled cheque or bank account confirmation.
Bid-specific documents: treasury/EMD instrument or MSE exemption declaration, DSC for signing, power of attorney or authorisation letter for the signatory, and any OEM authorisation or compliance sheets for the offered product.
The four mismatches that kill bids: (1) spelling variations of your business name across PAN, GST, bank and bid forms; (2) expired Udyam or GST certificates; (3) financial years that do not match the tender's requirement; (4) missing signatures on the declaration pages.
