Startup India Benefits in Government Tenders (DPIIT Recognition)

If your business is a DPIIT-recognised startup, government procurement rules give you real advantages — the same category of relaxations MSEs get, applied to startups under the Startup India framework.

The core benefits: exemption from prior-turnover and prior-experience criteria in public procurement (so a two-year-old startup can bid on tenders that would otherwise require five years of experience), and EMD exemptions in line with the MSE framework, subject to the tender's terms.

To use them you need: DPIIT recognition (free, apply via the Startup India portal with your incorporation documents), and — this is the part most startups miss — you must attach the recognition certificate and claim the exemption in the bid itself, in the form the tender specifies (usually a declaration or certificate upload).

Where it works best: services tenders (IT, consulting, facility management), innovative product categories, and tenders with technical evaluation where your solution quality can carry the bid. It works less well for pure L1 commodity races where everyone is technically qualified anyway.
