Central tenders get the attention, but for most MSMEs the real opportunities are state-level: PWD works, school supplies, health department procurement, municipal contracts. Every state runs its own e-procurement system, and most follow the same NIC e-Procurement format.
The major state portals: Haryana (etenders.hry.nic.in), Punjab (eproc.punjab.gov.in), Uttar Pradesh (etender.up.nic.in), Rajasthan (eproc.rajasthan.gov.in), Tamil Nadu (tntenders.gov.in), Maharashtra (mahatenders.gov.in), Madhya Pradesh (mptenders.gov.in), West Bengal (wbtenders.gov.in), Kerala (etenders.kerala.gov.in), Himachal Pradesh (hptenders.gov.in), Manipur, Tripura and Arunachal Pradesh. Gujarat uses nprocure.com; Karnataka runs its own KPPP platform; Telangana uses a separate state portal.
What you can bid for: everything from civil works to IT hardware, medical consumables, textiles, furniture, horticulture, printing and manpower services. Each portal publishes its own category structure, so most suppliers register state-by-state as they expand.
Registration: state portals typically require their own vendor registration (often free, sometimes with a fee) plus a Class 3 DSC. Your GeM registration does not automatically work on state portals — but your documents and certificates are the same set.
