Can MSEs in Karnataka bid without paying EMD?
Yes, for central government and GeM tenders: GFR 2017 Rule 170 exempts Micro and Small Enterprises from bid security, though the buyer may ask for a Bid Security Declaration. On GeM the exemption applies to manufacturers and service providers, not traders. State-run portals follow the state's own procurement rules, so check each tender document.
Do I need a separate registration to bid on Karnataka tenders?
For GeM tenders, no: one GeM seller registration covers buyers in every state. For tenders on Karnataka KPPP you register on that portal separately and need a Class 3 DSC.
